The blue tsunami is the first step. Then end the filibuster and expand the Supreme Court. By February 1st, 2025.

Your timeline, however, isn't how Congress can or would expand SCOTUS.

About two weeks ago, Jamie Raskin said our party's order of business should be:
1. Win on Nov 5
2. Defend that win through Jan 6 2025 (two months of vote counting/certification battles)
3. Restore the Voting Rights Act
4. Restore Roe v Wade
5. Hold scheduled judicial reform hearings in both Houses' Judiciary Committees to create congressional legislation to restructure the Supreme Court.

I would add that Congress's judicial reform legislation
-- sets action deadlines for the Judicial Conference on SCOTUS ethics violations, and
-- increases funding to federal courts, judgeships and personnel.

6. Hold impeachment proceedings against at least two SC justices, though I doubt we'd find 2/3 votes in the Senate to convict them.

Even with our having 3 and 4 legislation already written, it's doubtful that both Houses' committees could work that fast.
