Wonder where this is in the greater NYC area that Ruhle sees him all the time.
I understand her intent and I find it interesting on several levels, but I am curious about the shirtless man collecting trash. I know it cant be NYC Sanitation due to safety regulations. Maybe a private company servicing a beach community?
