Should Washington's public schools ban students from using cellphones?

1. Yes I substitute teach and hate having to compete with students who are on their cell phones.

They can’t focus on learning and being on their phones. I had a 4th grade student who was defiant with me when she had her cell phone out while i was teaching a lesson. I gave her a warning and she ignored me so I sent her to the Principals office. He confiscated it and held on to it until after school and she glared at me the rest of the day. In my mind I thought what kind of parents provide a 4th grader with a cellphone! Her academics ability were very low for her grade.
