I have seen estimates as high as 61 billion, but that shouldn't matter. We need to take on these power plants as publicly owned and operated. It costs a lot to de-carbonize, far more than the rate payers can handle. Since we can't control our energy appetite, we need to share the economic burden. Yes, this means people who are energy thrifty will subsidize the excessive lifestyles of energy.pigs. I don't see any way to avoid that. Same thing will happen no matter how we produce power. Edward Teller used to say we should all be part owners because people would demand safety, efficiency, accountability, etc.
