Here in North Texas, we get about 2-3 months where I will avoid going outside during the hottest part of the day. The vast majority of winter is light jacket weather at worst.
I figure we get about 8-9 months out of the year with really nice weather with the daily highs in the high 50's to mid 80s range.

When its hot, my brain and body slow down. I literally have a hard time functioning, between waves of nausea and general malaise. When it gets hot, I will seek AC, because the alternative is finding a way to remove my own skin.
When its cold, I can move around to warm up. I can put on socks or a long sleeve shirt. I can use a blanket. I have virtually no temptation to make heat with fire or power. I can make a nice little organic fire equivalent with my own body heat and minor insulation. A wool blanket will hold me to about 10F, and a sleeping bag I was lucky enough to be given in college keeps me warm to -20 and probably further (-20 was as cold as ive tested it. Yellowstone in the winter. I had to keep it partway open or I started to overheat.
If citizenship is the measure, then move north.
