Jones and Smith were sworn in simultaneously by Pence as the first act of the day's session. The photo with Jones, his wife and son is a 'reenactment' that takes place off the Senate floor in the Old Senate Chamber. It would be bizarre to have anyone else administer the "reenactment" oath since it's just for show.
