What do the people expect, an 8-hour day? It takes him half that to reset his wig.
That's probably why he had to delay the announcement. No biggee!

Recent presidents have delivered the speech in january. Some never read it. They just sent it over to congress and released it to the public as a proclamation.
The requirements, as you can see, are brief and vague. But, this illegitimate POTUS is a media whore, and will milk it for all he can get.

Congress, in that one address, was so rowdy and disrespectful that POTUS #1 refused to talk to them again. Rather prickly, that Mr. Washington.
