He did it as a shot over the bow of McConnell and any Republicans that might be thinking of deserting him.
Either stick with him or he will make a deal with the Democrats.
He is playing them against each other when they should be ignoring him.
They could pass the budget with an agreement to vote on DACA next week some time and the circus would be over.
