wanted. Seeing it wasn't going to pass anyhow, he voted No because under the weird rules of the Senate, it means he can bring the matter to a vote again.

If he had voted yes he could not have entered a motion to reconsider to bring it back on the floor at a later time.

The leader votes "No" so he can resubmit the bill.

Just a weird US Senate rules thing. Both party leaders do it.
