I thought the rules were that changes to congressional pay would only start with the next congress.
That was to stop congressmen from voting themselves raises.

(4,491 posts)4. The raises don't take effect until the next congress. They still get a monthly paycheck.
Thoses montly paychecks can still be stopped.

It should. And it should be passed, too. Might as well get some things done while they don't have a resolution to the shutdown. It's time to get to work.
Here are some other bills that should have bipartisan support and should be easy to write:
