The Air Force Academy has cancelled all games

The AFA has announced it is cancelling all men's and women's sports during the gov't shutdown. Unlike Army and Navy, Air Force teams use government funding. Also, AFN, Armed Forces Network, is off the air as well; which means, unless you can find a USO that is open, no NFL conference championships for many expats living in Korea, Japan, Germany, etc

I would guess so for radio. He has no presence on the TV network. At least he didnt when I was living in/near Seoul from 1998-2011

to stream the games. Also, some may have access to foreign TV/Sports networks that carry NFL games. Plus, the DOD should designate AFN/AFRTS etc essential since it can provide emergency and safety information to troops, family members, and civilian employees.

As to servicemen (or anyone) getting games in Korea or Japan through foreign stations - not gonna happen.
I believe Sky Sports carries it in the UK. Western Asia, I do not know. I would be surprised if it were not carried in the UAE. Likewise, I would be surprised if it were carried in Qatar or Saudi. But those would likely have feeds at the USO, which will most likely be open
