1. I really dont think thats how they will see it.

The airwaves, twitter, facebook etc.. was already flooded with the argument that the dems are at fault and were blocking a deal.

Now that the government is reopen, it will be very easy for Trump and his ilk to spin it as having broken the logjam that the evil dems were putting up. The deplorable wont see it as a check on Trump's power, rather as a proof that he is strong and can move ahead regardless of the dems.
