There was an overwhelming bipartisan vote in Congress (House & Senate) for these sanctions. Now it looks like the Repugs will go along with Trump not enforcing these sanctions. My only conclusion is that the Repugs are so worried about losing control in Nov 2018 that they are now willing to let the Russians interfere with that election so that they may retain their power.
