There is a theory that Congress has in recent decades left more to the executive branch to avoid being on the record on something controversial. In this case a Republican in Congress can say they voted for sanctions and let Trump deal with any fallout.
Republicans really only have two options on Russia. Either throw up roadblocks like Nunes, or put yourself in a position where you can claim you tried to do something in case things go off the rails but not do enough to pissed off Trump supporters if it doesn't. Neither option is very good.
