It was granted however, & without going back tonight to re-read that story line, I think they had some serious reason why it was finally approved.

Now that Bangkok has also made these arrests & we see another big player brought down, Medvedev,..I am going to say that there was a global allied mission happening & their intel was strong enough to cause the extradition of Levashov to the US.

If this was a spy novel I'd have to read & re-read parts of it just to keep an understanding of the storyline.
