These are all Russians being charged. There are no American citizens or even Russian-American residents being charged here.

This is laying a foundation for possible conspiracy charges for Americans. In order for there to be a conspiracy, there have to be people to conspire with. This is what this is doing.

any Americans with being knowingly involved with the 13 Russians' manipulation of social media, or that it changed the outcome of the election. The purpose of the investigation was not to determine whether the Russians' interference changed the outcome, but to find out what they did and how they did it - in part, to prevent it from happening again.

The investigation isn't over by any means. Count on more indictments; this is just the beginning.

Mueller is amazingly methodical and is very carefully expanding what comes in his indictments. He already has indicted Trump campaign people and those chares CAN expand. Not to mention, he has not yet charged people involved in the Trump Tower meeting that everyone including Trump tried to lie about.

I KNOW it would be satisfying to go towards saying collusion. It is better to build a completely solid case before that. If there is any questoon, Trump will use it to discredit Mueller
