Traditions, Norms and Unwritten Rules

I have lost count of the number of times the word "unprecedented" has been used by the news media to describe the actions of this administration. What can be done to make the traditions, norms and unwritten rules of behavior that in the past have guided our democracy into actual requirements with accountability?

1. It has already been done,

Article II, Section 4 of the Constitution.

The problem is compelling Congress to do its Constitutional duty.

2. Power only cares about it's perpetuation

Trump will utterly debase the office and it will never be far enough for the GOP to act.

Power is that important; look how they treated Obama.

3. presidents have few required responsibilities in the constitution. state of the union msg is the

one that comes to mind.
