It's only when carefully read in context that it becomes clear that the paragraph is meant as one example of arising conspiracy theories being promulgated by right-wingers. The writer, Chris Cillizza, has let his guard down and is vulnerable to being legitimately quoted here.

The onion "quoted" the FBI director, something like "the FBI could no longer act in all the illegal ways we need to if the Nunes memo gets released!". And someone copy-pasted that into a German newspaper comment section (without indicating the source or nature of that fake quote) to tell everyone how important that memo is. He received a lot of likes.
Oh, I just googled and the same happened at our beloved "discussionist". I don't want to link there.
