It's probably similar to the status of the ACLU, PP, and similar politically active orgs.

The educational parts get tax exempt status while the lobbying arm isn't tax exempt.
Since I donate to ACLU and PP, I'm aware they both have separate funds. The ACLU Foundation and Planned Parenthood are 501c(3). ACLU and Planned Parenthood Action Fund are lobbying arms and are 501c(4).
