the bad guy has a huge advantage.
He's TRYING to kill people. LOTS Of people.
The good guy only wants to hit the bad guy with one of these incredibly lethal bullets -- not one of the innocent people in the vicinity -- and that's much, much, much harder. The bad guy who's firing off his AR-15 is probably a moving target, not like the targets in a shooting range.
And the bad guy has another advantage: he starts the shoot-out. He's already shooting when the good guy arrives to try to stop him. So the bad guy is facing a bunch of unarmed students. The good guy hears the sound of gunfire, and then has to grab his AR-15, try to figure out where the (moving) bad guy is -- and then run TOWARD a spray of bullets.
