Even modest measures will struggle to advance in the face of conservative opposition and the Senates slow-moving ways.

Sen. Marco Rubio and Donald Trump are looking for quick action on guns. The Senate is likely to disappoint them.
Senate Majority Leader Mitch McConnell (R-Ky.) is loath to allow any debate that splits his caucus, and its hard to find one more divisive than guns. Already, proposals backed by the Florida Republican and the president are running into headwinds in the slow-moving Senate.
Rubios attempts to quickly pass an NRA-backed bill to improve the background-checks system may be blocked by fellow Republicans next week. A more controversial measure suggested by Trump and Rubio raising the minimum age to buy some rifles from 18 to 21 is already running into internal GOP opposition and resistance from influential pro-gun groups.
More gun control is not the answer, Sen. Steve Daines (R-Mont.) said via a spokeswoman. Thousands of young Montanans are responsible gun owners. It simply does not make sense to deny these young men and woman their 2nd Amendment rights.
Michael Hammond, legislative counsel for the Gun Owners of America, said Trump likes to be adulated by the people in front of him
he may feel better in the short term by pressing to raise the age limit for some rifles. But in the long term, I think what Republicans do on this issue will determine how the 2018 election goes.

Rubio was between an rock and a hard place the other night at the CNN Town Hall. It was an unfriendly audience. He said what he said to save his ass that night. Trump too is in a difficult position. His campaign benefited immensely from NRA money.
Both Rubio and Trump are relying on their cohorts in Congress to save them. They know that the rest of the NRA money grubbers will vote down any meaningful legislation and it won't see the light of day.
Oh - the NRA seems to be reeling as well. Losing corporate support. So they might have to allow some crumbs to get passed to get through this. So yeah - maybe 'bump stock'. I can see them maybe even giving in on age to buy guns. Really how many guns could 18 - 20 y/o's buy. So raising the buying age to 21 might even be a crumb that NRA might allow.
Bottom line though - I really don't believe that Rubio & Trump are looking for quick action. Even the crumbs that the NRA might allow - will take some time to deliver. And those crumbs will allow Rubio, Trump and the whole of the Repug Party to tout all the good that they did just in time for the Nov elections. They'll take bows for the crumbs.
