If it is the cartoon, it is a metaphor rather than the real WH sinking. It is Trump and his circus called Administration that are sinking.

The cartoon must be seen as a metaphor : It is Trump's WH, Trump's Administration that are sinking.

It is so disheartening the way Trump ridiculed so many American symbols
