That's not how "investigators" work - whether in IC or any federal agency. Even my agency's investigators kept diaries that were legal documents, that were not some kind of literal transcript of a meeting but usually included essential facts (dates/times/attendees/what was discussed, etc) and might or might not be overtly laid out on a table while they scribble in it.
