KJU has no nuclear testing site to discard: it exploded and caused an earthquake in september.

Kim's nuclear program is stalled due to the earthquakes that probably made it unsafe to do more testing at the nuclear testing site. He may need the time of "peace ttalks" to build another test site.

"China’s earthquake administration said on Saturday it had detected a magnitude 3.4 earthquake in North Korea that was a “suspected explosion”, raising fears the isolated state had conducted another nuclear bomb test."

"Focal Mechanism of the earthquake shows a very clear thrust action like an explosion. The depth of the explosion was only 1 km below the surface (boring tunnel)"

Underground nuclear test sites cannot be constructed in weeks or months. It will take years, even with them cutting corners on safety. Excavating and boring through solid rock is very time consuming. And very visible, all that material has to get moved somewhere else.
