that has side slits rather than arms so her arm mobility is quite restricted. She’s not supposed to raise her arms because doing that forces the coat to rise just the way it’s doing in the photo.

It’s one of those coats that were the type Jackie Kennedy would occasionally wear, but they’re for photo poses, not for practical wear. Melania is trying to move her hair away from her face.

If you notice no one in that photo is actually ready to have a photo taken. The good photographers wait until the subjects are all ready.
