Welp: CNN is now reporting that Mueller's investigators have questioned the Russian oligarch about the payments to Michael Cohen that Avenatti referenced.

One additional point:

Remember, Mueller unearthed the info that was referred to SDNY, which then raided Cohen's files.

This CNN story may explain that connection, though it's unclear why Rosenstein referred this to SDNY if there was a collusion connection

SDNY to get the search warrents and searches completed. It is how these things work out with jurisdiction and rules.
