Pai went on record as opposing net neutrality when it was first proposed in 2014 and when it was adopted in 2015. It was an absolute given that when he became chairman in 2017, one of his first moves would be to repeal the rules he had steadfastly opposed. There was no need to bribe him, lobby him, even ask him. It was a done deal from day one.

What is more interesting about the Barcelona meeting is that around the same time it took place, Pai announced that the ATT would not need the FCC's approval to acquire Time Warner.
