5. It is not legalized

It will be treated like a traffic offense. If you are stopped for speeding you have broken a law and could be taken to jail to post bond and/or await trial, but the procedure is to give you a ticket which you must either pay or show up in court to contest.
Pot will be treated the same way; you get a citation with a fine but you are not taken in.
