The guy appeared to be fed up with the spectacle. The tackle was a bit excessive and unnecessary.

MILWAUKEE —
The investigation of a suspicious package that closed a downtown intersection for several hours ended with the stunning tackle of a man on a bicycle who ignored the police tape and proceeded to rifle through the bag.

Police closed the intersection of West Wisconsin and North Plankinton avenues at about 6:40 a.m. after being notified of a backpack atop one of downtown's decorated electrical boxes.

Bomb technicians were later called in. One expert wearing protective gear was seen just before 9 a.m. attaching a cable to the bag and pulling it the middle of the intersection. There, technicians slowly inspected the bag.

As the bag lay in the rain-soaked street, a bicyclist tore through the police tape and quickly went through the bag, tossing its contents into the intersection. He was quickly tackled by authorities and taken into custody.
