My question, and i don't think we actually know the answer, is whether a POTUS who was affirmatively impeached would be able to pardon anybody directly related to the issues of law that directly related to the impeachment proceedings.
Your quote specifically says in matters of impeachment. It does not say anything about removal from office due to conviction by the Senate. The impeachment and conviction are two separate processes.
