"In February of this year, Bolton wrote a terrifying op-ed in the Wall Street Journal making the case for a preemptive first strike against North Korea.
Pre-emption opponents argue that action is not justified because Pyongyang does not constitute an imminent threat, Bolton wrote. They are wrong. The threat is imminent. Thus, he argued, It is perfectly legitimate for the United States to respond to the current necessity posed by North Koreas nuclear weapons by striking first.
Boltons hawkishness toward North Korea as far back as the early 2000s, when he was undersecretary of state for arms control and international security affairs in the George W. Bush administration. During that time, Bolton was deeply involved with the administrations 2002 decision to scrap the 1994 Agreed Framework with North Korea a nuclear arms control agreement struck by the Clinton administration.
The framework froze North Koreas plutonium enrichment program, an important step in blocking its path toward a bomb. Just four years after Bolton got his way, North Korea tested its first nuclear bomb."
