Answer will depend on which dictionary is used for the word.

According to an ordinary dictionary the answer is no, but if it is a Trumpian one the answer is yes.

anything about the Trump/Russia collusion/conspiracy, etc. Just his own sins of money laundering, and so forth. I could be wrong and I hope someone will correct me if they have better info.

So, Manafort's arrest and even his indictments don't answer that question.
