I think Mueller will issue a report sometime early autumn.

It may not be a full report, but I think that he will issue what he has. It will be damning against Trump; most Americans will favor impeachment, but Republicans will be against it.. They will block it in the Senate. This will lead to the Democrats taking a big majority in the house in 2018 and a big win in 2020 winning the White House and big majorities in both houses.

I know Comey seriously violated that in 2016; but I don't think Mueller will. That means that any public revelations by Mueller will have to happen by early September.

My strong belief is that if Mueller has serious evidence that Trump is essentially a Russian agent, he has to release it prior to the election. I don't really believe that Mueller will take that into consideration; but IMO political considerations transcend normal DOJ concerns in this instance.
