If he stays home, that means there are only 99 votes and NO POSSIBILITY OF A TIE, so Pence can't fuck it up. Flake has nothing to lose since he's not running for reelection.

By saying they were going to caucus with Dems but as an Independent that would switch back to being a Repub after Trump leaves office.
