Mark Hatfill and Bruce Ivins, the two Army bioweapons scientists accused of the 2001 Anthrax envelope mailings at the time (all of which went to prominent Democrats, btw), couldn't have woken up one day and decided to this this by their little old selves.

It had to be approved by someone with a lot of clout. Plus, the timing was perfect from a Machiavellian point of view, coming at the height of the immediate, post-911 panic as it did.

And Machiavelli was practically Cheney's middle name.
