If you sued the cops for showing up because they got a call, they would have incentive to not show up. What happens if it's a legitimate call but they didn't show up because it might not have been?

is no downside for them? If they don't show up for legitimate call, sue them for that

When there is a 911 call, cops shouldn’t be doing “due diligence” they should show up.

The problem is the people making false calls.

I think this is a coordinated effort to "legally" harass blacks. Racist emergency calls are a drain on public resources and should be met with a fine of at least $500.00. If they want to fight. it they can appear in court.

want some sort of retaliatory system that ends up being used to discourage people from reporting certain kinds of activity. Really, this is just off the top of my head concern, but what if somebody called in domestic abuse and the accused abuser who lived at a house happened to be a police officer? If no "evidence" were obtained at the scene of the crime to justify the call, could a case be made against the person who called in the "fake" complaint?

I think in cases where the call isn't anonymous maybe there should be a follow up with that person. It seems like a high bar to prove that somebody contacted the authorities with ill intent, although clearly that's exactly what's been happening, and some examples easily clear that bar.

I do think Investigations should be done into anonymous calls that appear to have that intent, presumably with some sort of court order sanctioning it. And frankly, police need to be trained to keep in mind that a call could be a prank.

At least they should be fined for wasting police time & drawing resources from where actual crimes may be occurring.

In my experience, police departments support this since non-emergency calls are a waste of resources & extremely annoying.
