Based on his prior statements related to CA and drought, it seems he thinks there is some connection between ground-water and surface-water management policies and these wildfires. That is utter nonsense, at least the way he means it. It's so dumb it's 'not even wrong' but it isn't surprising if one assumes Trump's entire understanding of trees, topography, and water is entirely derived from golf courses.
