in the mountains naturally and then runs off and flows into the ocean by means of rivers that are naturally formed at the bottom of valleys, which is the same process that happens, well, everywhere else on Earth? Yes, we must put a stop to this natural process immediately!

By the way, this natural process is how a great deal of the state gets its drinking water. No diverting required.
