Manafort experience in politics was fundraising and lobbying. Trump did raise funds but by most accounts he paid for most of it (and benefited primarily from free media coverage), so why Manafort? Manafort was up to his eyeballs in debt to oligarch types. There's nothing next Point here, that's it. That's why he became chair.
