In 1977 Transportation Secretary Brock Adams with Carter's approval, ordered by 1984 all cars sold in the U.S.A. have seat belts. Other safety devises followed. Gradually over time, deaths on highways decreased due to that decision. Carter lead the movement for auto safety and safe highways that resulted in thousands of lives saved......

proof.........hit this link, look for a gradual decrease in deaths from about 1980 on...yes, Carter lead a movement that saved tens of thousands of lives. Know anyone who life might have been saved by a seatbelt?
