The NYT said they weren't publishing the writer's identity in order to protect his job, but Pence doesn't need to have his job protected. That's one reason, though not the only one, that I don't think it's Pence.

I don’t think that he is smart enough to pull it off. I think that the author is possibly part of a small tight knit group. They might be smart enough to throw in red herrings to make it look like Pence is involved.

The only use I have seen of "lodestar" in writings is in the "Lodestar Method" of setting court awarded attorney's fees.
