Distractions are not meant to highlight the full precariousness of a situation. That is the opposite of what a distraction is.
Now its quite possible that whoever did this was acting out of self-interest and not for the intent of the greater good (especially if it is Pence).
But this was in no way a distraction that could in any way benefit Donald Trump.
