When he said he “didn’t even know why those Studies were done” in reference to the Puerto Rico death toll studies. The head of FEMA doesn’t know why studies of natural disaster death tolls were done??? He also went on to say you never know what the total can be because you don’t know what deaths were factored in. Basically gaslighting that you can’t believe anything that is said.
