The question is would he. In this case, sessions is as partison a hack as ever sat in the senate.

So yes, they can shut an investigation down. It's as easy as your boss telling you to work on something else. Period.

He's at the top of the executive branch, which is in charge of law enforcement. So he has that power in terms of federal law.

He can't shut down a state investigation, though.

Also, abusing such powers could constitute high crimes and misdemeanors or even further accusations of obstruction of justice.
