Or he might not plan on running for office ever again, though I doubt that. I would bet Flake is counting on the Republican Party base becoming more rational after Trump is gone. If so, I think he'll be sorely disappointed.

As it is, he did the Flake thing and caved. He is fundamentally useless to anyone that wants leadership. The best option is to help Simena win his seat.

He had to have known that voting against Kavanaugh would ruin him with the Republican Party electorate. If he or anyone else thought he could vote against Kavanaugh and then successfully primary Trump/Pence in 2020, let them know that I have some bridges to sell.

Perhaps Flake will run for governor of Arizona at some point.

Voting against Kavanaugh would have signaled that Flake doesn't care one iota about his future in politics.

He is "retiring" from the Senate because he knew he would likely lose his Senate seat primary election had he run this year.
