My son turned 18 last week. He registered on his 18th birthday then 8 days later, he cast his first ballot ( early as he will not be in VA on Election Day). He registered at the DMV and everything worked easily. That said, he is a white kid in the suburbs. Hopefully it would be as easy for a person of color in Richmond.....
