They don't want to call it terrorism. They don't want to discourage others from doing copy-cat pipe-bombs. Trump is, I'm certain, hoping for copy-cats.

(7,725 posts)legislation that gets stacked on peoples criminal complaint similar to tampering w electronic devices when someone is trying to call 911. They are charged as a matter of course by over-zealous prosecutors, and appeals records etc. All someone has to do is yell the N word or even the F word while committing the crime and it attaches. Not sure about the stand your ground state of fla though.
Not sure how they can possibly avoid a terrorism charge. Certainly seems to fit the online definition of it. See google.

The fact is, while the U.S. Code defines the phrase domestic terrorism, there are currently no penalties attached to that definition. Therefore domestic terrorism is not a crime in and of itself under federal law. FBI Special Agent Thomas OConnor
