Since he's almost broke and this are cash generators for him for legal fees and personal use. He's not going to run again , he probably is doing this to promote evanke to run for self protection for him and others. He won't be able to run , his health is getting worse by looking at him. In no way will this guy pushing towards his 80's be well enough by then, and the stress already is showing. He's probably floating resigning for a deal behind closed doors.
