The House: Subpoena power; Controls the Purse Strings.

Okay. Let's see what we can do.

Looks to me like the voters intentionally put Democrats in the House as a check on the Presidency, while deciding to keep their governors and Senators, for the most part. They want a check on the uncontrolled power, and maybe protection of Mueller.
