Don't forget that Jared had a phone conversation with Kashoggi one day before he left for Turkey. Kushner has (or had) top security clearance and he must have known that something was about to happen. But instead of warning Kashoggi and saving his life, he allowed the murder to proceed by not breathing a word of it. Chances are that Cheeto also knew and concurred.
